Morning Report: Residents of Encinitas Criticize Safe Parking Program to Mostly Help People Outside the City
Some residents of Encinitas criticize the city’s secure parking program because of recent data showing that most of the participants in the program came from outside the city.
The secure parking program operated by the Jewish Family Service allows homeless people to park overnight in a designated space without fear of being thrown out or getting a ticket. The grounds of the Encinitas Community and Senior Center can accommodate up to 25 vehicles.
The program also provides things like hygiene items, food and case management, and participants are examined before being accepted.
According to data provided by the Jewish Family Service, most of the people who have been helped by the program since 2020 came from neighboring towns in North County, which has upset many residents of Encinitas, who say it attracts homeless people to the city.
This debate is not new when it comes to the larger conversation about resources for the homeless, but it is particularly interesting here because this is the only secure parking program in North County. This raises the question: Where else should they go?

Nurses and Caregivers Strike Deal to Avoid Strike

A one-day strike among Palomar Health nurses and nurses scheduled for Thursday has been canceled.
The public health district operates hospitals in Escondido and Poway. The nurses and nursing staff say their staffing levels are dangerously low and that cuts are compromising hygiene and sanitation. They have been negotiating a new contract for the last 14 months.
As the Union-Tribune reports, the union’s concerns were only raised after pandemic-related layoffs in 2020, but the details of the last-minute negotiations, which lasted 34 hours in a row, have not yet been released. The agreements still need to be ratified.
Tenants Rally After Being Told to Move Temporarily
About the same time that the California Nurses Association announced an agreement from North County, a group of RV renters met in Imperial Beach for rent control and better protection.
Earlier this year, the motorhome pitch was sold to a real estate investment and consulting house, and since then, residents have complained about rent increases and new fees for water, sewer and waste. They also say they will be forced to move their home away from the property every six months for 48 hours and sign new leases so the new owner does not have to comply with California tenant protection.
As one resident told CBS 8: “They do not see us as people with the right to have a home, they just see us as a dollar sign.” The Imperial Beach mayor said mobile home parks fall under state jurisdiction, but promised to work with the new owners to keep rents low.
