My name is Bruce Ehlers and I am running for Encinita’s City Council District 4 (New Encinitas and Olivenhain) in November and I hope you will join me in restoring a council majority that will protect Encinitas from overdevelopment and fulfill the reason we were incorporated in 1986.
Under the leadership of our current city council, Encinitas has undergone enormous changes that endanger the character of our society.
If you’re like me, you want to preserve the things that attracted you to live and stay in Encinitas: our beautiful coastline, a small beach town atmosphere, the overall quality of life and the special characteristics of our five unique communities.
Encinitas was incorporated because decisions on land use were made by the county administrative board, which was disconnected and irresponsible to local voters.
Recent decisions by our own city council and the state have severely eroded and overridden local control over land use and development.
Within a few years, zoning with low density has been replaced by three, four and even six-storey housing proposals with 30 to 45 units per decare.
Environmental protection is circumvented on many of these projects through new state laws and inaction from the council.
From 1 January, the state also approved SB9, which gave landowners and developers an unexpected price and overruled local zoning, so that single-family plots could be divided into two and allow two houses and two extra housing units on each shared plot, thus creating 8 units where only one device was previously allowed.
If you live in a single-family area, your neighboring plots can be rebuilt using this new law and thus create higher density, more cars, less green space and more traffic in large parts of the city.
This new law requires no affordable housing.
In response to this attack, our current city council majority has been silent. They could have opposed SB9 like many other cities in California, but chose not to.
Some in the council have even expressed full support for “densifying the suburbs”. I am against this and have worked hard for the last 20 years to protect Encinitas.
We must stop the attack in November and elect a new leadership.
My priorities in the council will be:
Protect Encinitas from overdevelopment and restore local control.
Preserve the unique character of our five communities.
3. Protect our coastal environment, beaches and lagoons.
4. Improve traffic. Keep it afloat on the main roads and out of our neighborhoods.
5. Support local law enforcement and ensure that public spaces are always safe.
I have lived in Encinitas for 38 years and have been an activist involved in local issues for over 20 years.
I am currently chairing the Planning Commission and have a front row seat to the new laws and their impact on our society.
I believe in the voice of the people and was the lead author and spokesperson for Proposition A, the initiative “The Encinitas Right to Vote”.
This initiative was approved by Encinitas voters in 2013 and requires a public vote on any increases in zone density or elevations over 2 floors or 30 feet.
Due to the adoption of Prop A, two ill-conceived, council-initiated attempts to increase zone density (measures T and U) were defeated.
Recently, I joined other supporters of Prop A to defend it against a lawsuit filed by the city seeking relief from Prop A. Fortunately, we won, and Prop A remains in force.
