ENCINITAS, California – A two-mile fence is currently under construction in Leucadia, a community of beaches in Encinitas, to prevent people from crossing railroads for safety reasons.

“The local community is quite angry that the fence is sure to be raised, especially those who live on the street and run here, crossing every day, whether surfing, working or eating,” said Cliff Moore, a local skater in the area.
The North County Transit District has been working to solidify its tracks for decades. People have been crossing the railways since the 1880s, but after successive high-profile accidents and suicides, officials are trying to stop the unauthorized crossing of the railways.
“I understand the security aspect, but if people are careful and considerate, I think we can leave things as they are,” said Hilary Bell, manager of Corner Pizza in Leucadia.
The fence itself is only 42 inches high and is made of wooden poles and steel rope. FOX 5 witnessed several people simply pushing a steel rope down and swinging their leg to cross the rails.
Now left to the inevitable fence that is currently under construction, residents are advocating for an underground access point for the northeastern part of Leukadia. City officials say the priority is to provide access to these people, but only the planning process for building the subway can take three to five years.
Some residents are worried that there will be divisions in the community on the beach, but longtime resident Barbara Miller says she is not worried.
“Leucadia is Leucadia, there is no wrong side of the track,” she said.
