“Why?”: Congressmen identify man killed by hit-and-run in Encinitas on New Year’s Eve

The man who was hit and killed by a hit-and-run driver on New Year’s Day in North County has been identified, officials announced Tuesday.

David D’Lima, 23, of San Diego was killed Sunday around midnight with a friend on Pacific Coast Highway in Encinitas, according to the San Diego County Sheriff’s Department ( SDSO). Deputies were called to Highway 101 just before 12:30 a.m. after receiving a report of an accident involving two pedestrians.

“A vehicle was traveling westbound on Encinitas Boulevard to Coast Highway 101 when a male was walking northbound and crossed Encinitas Boulevard,” SDSO Sgt. . Jeremy Collis said. “The vehicle struck the man and then headed west on West B Street and fled the scene.”

D’Lima was rushed to a nearby hospital, where he later died.

A memorial in D’Lima’s honor has been raised at the site of the accident in the days following his death. Flowers are covered with cards and signs featuring photos of D’Lima, including a sign that reads “Why?” and age of birth and death of 23 years.

It is not clear if the other person who was with the victim suffered any injuries or was hospitalized.

The vehicle that hit them was described as a black sedan or van, possibly a Chrysler or Dodge, with damage to the front driver’s side, according to authorities.

The SDSO Traffic Division is handling the investigation and is seeking footage from any dash cams. It’s not a car.
