The Encinitas Planning Commission has postponed a vote on a 485-unit apartment project, the largest in city history
After raising numerous questions about traffic congestion, wetland impacts and the developer’s proposal to place all of the low-income housing units in one of the four apartment buildings planned, the Encinitas Planning Commission postponed its vote Thursday on the Quail Meadows project.

Nick Lee, chief operating officer for developer Baldwin & Sons, told commissioners that their plans call for putting all the low-income units in one building because that would allow them to get special development tax credit financing. He said this design will create more two and three bedroom apartment units for low income families.
And, he added, everyone in this development will have access to the pool, two-story community center and other amenities.
“Whether you live in building two, three or four, your experience will be the same,” Lee said.
Doyle said that as it is designed now, the west side of Building 4 — the building at the back of the site where all the low-income units are proposed to go — has a different look than the other units, therefore it will be notable as the low-income structure.
“It just stood out before I knew what was going on,” he said.
While commissioners raised many concerns about the project, they said they did not think they could legally reject the developer’s city permit requests based on the plan to build low-income housing, but they added that they believe the state officials will have problems with it.
“This is going to cost you … I think the Coastal Commission is going to come down on you,” Doyle said.
Among other permits, the project requires a state coastal development permit because it is located in the state’s coastal review area.
The city’s options to deny permits for the project are limited because, like other recent controversial high-density housing projects in Encinitas, Quail Meadows is considered a “by right” development — going on site which was previously identified in the city’s state-approved, Housing Element plan as a place where high-density housing is allowed as long as it meets certain standards.
