After wishing the late Councilman Joe Mosca well, Encinitas swore in a new mayor and council members at a special meeting Tuesday.
New Mayor Tony Kranz said Tuesday was a particularly fitting day for Mosca, a gay man who brought his husband and two sons to the meeting to thank him for his six years of service. Earlier, President Biden signed a bill to protect same-sex marriage, Kranz said as the audience applauded.
In his farewell speech, Mosca took the unusual step of asking not only his family, but also his peers, supporters and many city employees to come to the podium to share his recognition and participate in a group photo. Things he helped accomplish as a city council member included creating the city’s “gold standard” climate action plan, implementing the state’s second-choice community energy program and making many roadway safety improvements for bicyclists and pedestrians, he said.
“It’s been an amazing journey,” said Mosca, who chose not to run for re-election this year, “I feel like I’ve accomplished a lot.”
After Mosca stepped off the porch, Hollywood City Clerk Kathy Kranz — a longtime City Council member — was sworn in for the first time as mayor. Kranz introduced his family to the crowd and vowed as mayor to continue the city’s focus on infrastructure improvements and climate change issues.
“My granddaughter needs a world to live in,” she said as she looked at the little girl.
Also sworn in Tuesday were Bruce Ehlers, the city’s newest councilor, and Joy Lyndes, a previously appointed council member who won election to her seat in November.
“Let’s make this the best council ever,” Ehlers said, echoing a comment former mayor and councilwoman Maggie Houlihan used to make.
In the final act of the night, the new council voted unanimously to select Lyndes as deputy mayor.
