Encinitas Union School District voters will elect three board members in the final election in November. Six candidates will compete for three seats, including Emily Andrade, Thomas Angel, Andre Johnson, Raquel Pfeifer, Marla Strich and Justin Ried.

Emily AndradeEmily Andrade has worked in education for 49 years. She has been a principal at EUSD for 17 years: 5 years at La Costa Heights, 8 years at Olivenhain Pioneer and 4 years at Capri. She also worked for 20 years in Santee County as: Assistant Superintendent of Curriculum and Instruction, Assistant Principal, Curriculum Coordinator, Reading Specialist and Classroom Teacher. She has also enjoyed serving the children, families and communities of Encinitas and South Carlsbad as a member of the EUSD School Board for the past 12 years.
Emily is a native of San Diego and has lived in Encinitas for 22 years. She attended San Diego State University with a B.A. English and a Master’s Degree in Elementary Education with an emphasis in Reading. She has three grown children who are all educated in public schools and the California university system.
What do you think is the biggest issue facing the district? I believe the biggest issue facing the district is the need to continue our work to close the achievement gap and opportunity for all students, focusing on educational needs and social/emotional needs of every child in the district. As educators, we must ensure that every child is developing. Both struggling and high-achieving students should receive instruction at the appropriate level that gives them the opportunity to thrive and excel. In addition, we must address the social and emotional needs of each student. We must continue to provide multi-faceted support to every student providing assistance to classroom teachers, TRAC counselors, psychologists, intervention/impact teachers and all other school staff. EUSD must continue its work to ensure that all children thrive everywhere.
What do you think about how the board works now, and what can you add to the board? I believe our board is working well. Each member of the committee brings unique experiences and perspectives, so we come to an agreement on the decisions of the student needs of the center. We set goals for our district. They are the priority of all decisions. Our goals include: increasing student achievement; increasing parent, staff and community communication and involvement; maintaining and improving safe, green and innovative learning spaces that promote health and wellness; training and retention of highly qualified personnel; and ensuring quality programs, adequate resources and digital learning opportunities to provide personalized learning to the needs of diverse groups. These goals guide our financial, educational, personnel, and financial decisions.
I bring 49 years of experience serving education. My extensive experience has given me great knowledge of strong teaching practices, budgeting, working with others, and given me a commitment and passion for all children and their learning and well-being.
Andre Johnson My name is Andre Johnson and I am running for the EUSD School Board. I’m running because I believe that basic education is one of the keys to being a successful adult. We need to focus on children as if they are the future leaders of the world, because they are. Education was my ticket out of poverty and the pillar of my family’s success. I am passionate about creating a successful (or positive) learning environment for all students.
I am a married father of three, an entrepreneur, youth mentor and coach. I have been a teacher and board member, and that experience will allow me to intentionally listen and empathize with parents, teachers and administrators and do the right thing for kids.
What do you think is the biggest issue facing the district? All organizations that want to operate at this high level must continue to get real feedback from all of its members. One of the biggest challenges for our district is to ensure that all stakeholders have a voice and can influence our direction. Feedback systems and the ability to have genuine conversations about shared goals and experiences for children should be one of our core competencies as a Board.
What do you think about how the board is working now and what can you add to this board? The current board is coming out of one of the most difficult times for school boards across the country. I am not in a position to criticize the decisions or the work of the committee. I’m sure everyone did their best with the information they had at the time. I will bring my diverse background and leadership experience to relevant positions. My role will be to seek agreement between stakeholders and ensure that we hear from parents about the direction of schools, to ensure that high standards of education are achieved and that schools are safe.
Raquel PfeiferI grew up in Encinitas and attended Ocean Knoll Elementary School. I am the mother of two young children who attend elementary school in the Encinitas Union School District. Additionally, I have worked at a non-profit to partner with the community to improve outcomes for children, youth, and families impacted by the child welfare system. In addition, I have experience in grant implementation, including ensuring that reporting requirements are followed and met. In addition, I am a room parent in my children’s classrooms, as well as, a co-leader of their Girl Scout troop.
What do you think is the biggest issue in the district? The district has created a platform and is working with the school community to raise the voice of students and families. There is intentional work being done to ensure that all district voices are heard, including English language learners, children with special needs, LGBTQ families, and those of the students themselves. Encinitas has families where English is not the first language spoken at home, where there are issues with accessing technology, and understanding communications sent home. As a community, we can create ways to ensure that all families are connected and supported, in ways that work for them, to best support their students. Furthermore, all children deserve to feel safe and valued at school. Mental health must remain a priority for our students.
What do you think about how the board works now and what can you add to the board? The board works well together to keep the students focused and make it a priority for the children to get a high quality education. As a parent of school children, I will bring that lens to the board as the policies translate to the school level. My work in nonprofit, community engagement, and grant management will bring new ideas about how to engage the larger school community.
Marla StrichMarla Strich has served on the EUSD board since 1998. She began her involvement with EUSD by co-chairing the district’s bond campaign in 1996. She has been an active volunteer for both EUSD and the San Dieguito Union High School District, as well as Girl Scouts. , Cub Scouts and the San Dieguito Academy Robotics team. In 2017 Marla was appointed to the California School Boards Association Board of Trustees. She serves as the Legislative Chair of the San Diego County School Boards Association, and has frequently advocated for public education in Sacramento and Washington, DC. Marla lived with her husband in Encinitas for the past 37 years. Their two children attended Ocean Knoll Elementary School from Kindergarten through sixth grade. Marla graduated from Northwestern University and received her Masters in Social Work from USC. She has been working for non-profit organizations for fifteen years.
What do you think is the biggest issue facing the district It is important to educate the whole child, addressing their social emotional needs as well as educational needs. EUSD schools must be welcoming to all students and families. School safety is very important to both students and staff. A clean, green environment adds the ability to ensure excellent education for all. Academic achievement is about more than test scores. It ensures that our students are prepared academically and socially to become the civic leaders of the community they will inherit.
What do you think about how the board works now, and what can you add to the board? I am now in my sixth term as committee chairman. Our board will be recognized as an exemplar of good governance by the California School Boards Association next December as the first ever recipient of the Golden Gavel Award. Good governance requires teamwork with all board members and supervisors. It requires self-respect and knowledge of the legal responsibility of the municipality. As the current president it is my responsibility to lead the meetings, and to work with the supervisor in shaping those meetings.
