Encinitas will hire a manager to deal with homelessness issues ranging from illegal encampment removals to mental health counseling services, the City Council decided last week.
Council members unanimously approved a request from Roy Sapa’u, the city’s director of development services, to add the new position. The annual cost will be $191,825, but the city will not need to make a new budget appropriation until the next fiscal year begins in July 2023. Encinitas will cover the cost of salaries for the current year by using savings from several city employee vacancies, a staff report indicated.
During this year’s campaign, it was evident that “homelessness in Encinitas has become an increasingly visible and polarizing issue” that the city needs to better address, said Councilman Tony Kranz, who won the mayoral election and will be sworn into office later this year. . He added that he thinks the city needs to spend more money on homeless solutions, noting that Encinitas is “far behind” Carlsbad.
Encinitas currently spends about $500,000 a year on programs that serve the homeless, including the city’s Safe Parking Lot program, Team HOPE, Opening Doors and Interfaith Community Services, a city staff report said. The money also comes from the city’s General Fund and federal Community Development Block grants.
Sapa’u told the council that the new manager will take responsibility for the various programs the city offers, improve existing services and seek new sources of funding.
Council members Kellie Hinze and Joy Lyndes said they hope the administrator will improve education efforts in the community when it comes to homelessness issues. For example, Hinze said, she wishes residents knew more options for calling for help, instead of just dialing 911 when they see someone who appears to be homeless and has mental health issues.
Mayor Catherine Blakespear, who was just elected to the state Senate, said she “fully supports” the proposal to hire a homeless manager, but warned that the area lacks affordable housing and “detox” beds – places from inpatient treatment of drug or alcohol addicts — makes solving the problem of homelessness more difficult.
“If we don’t actually help people, we’re not solving the problem,” she said.
No one from the public commented on the hiring proposal Wednesday, although during a general public hearing period on the evening’s non-agenda items, several people said they would like the city to fix the dilapidated backstops at its softball fields instead of spending money on the homeless. City employees told softball fans that repair equipment has been ordered and is expected to arrive in a few weeks.
In other action Wednesday, the council directed city employees to begin the process of installing stops in all directions at the intersection of La Costa Avenue and Sheridan Road. The proposal will have to be returned to the council later, city traffic officials said, because it will require the approval of the ordinance.
Kranz, who lives in the Leucadia region, told city staff he wants “full engagement” from the public on the stop sign proposal at a future meeting so the installation isn’t a surprise, and the council directed staff to send meeting notices to people who live within 500 feet of crossroads.
