Encinitas expects to begin accepting applications for its first city-sponsored Citizens Academy in January and host its first classes in the spring.
Modeled after the program run by the city of Carlsbad, Encinitas Academy will consist of six three-hour sessions. Participants will tour city facilities, meet with department heads and “see how decisions are made and how resources are allocated,” Jessica Contreras, the city’s director of information technology, told the city council recently.
To participate, applicants must be at least 18 years old and a resident or business owner in Encinitas. Each academy program will be limited to 20 participants.
Contreras, head of the group of city employees putting together the program, said it will be very similar in structure to the Carlsbad Citizens Academy. Both programs are free to participants, both are offered twice a year, and both include classes once a week.
“We’re going to cover every topic there is at Carlsbad Academy,” she said.
But the Encinitas program will put more emphasis on how different city departments are connected to each other, she said. For example, when participants tour the city’s public works, they will learn how the finance and public works teams must work together.
It is expected to cost the city $5,000 to host the six-week sessions, with money already set aside for the spring academy, Contreras said. The money will cover course materials, multimedia costs and other necessities.
Plans call for one session to focus on public safety, with presentations from the city’s fire and marine safety departments and the county sheriff’s department. Another will cover Encinitas Parks, Recreation, Cultural Arts and Library; while the third will feature Public Works, Utilities and the San Dieguito Water District.
The academy will highlight “why local government is important and how to work together,” Contreras said.
Mayor Catherine Blakespear said she hopes the program will boost public confidence in city government, as most people only contact the city when they need permits or complain about city services.
“(Right now) if you really want to understand how the city works, you have to run for office or serve on a commission,” she said.
Councilwoman Kellie Hinze said she hopes program organizers will encourage tenants and non-native English speakers to participate, while Councilwoman Joy Lyndes said she hopes the program will include a graduation ceremony for participants and a way to to report to the city council. about what they have learned.
