Encinitas plans to begin accepting applications for its first city-sponsored citizen academy in January and will host its first classes in the spring.
Modeled after a program run by the city of Carlsbad, the Encinitas Academy will have six three-hour sessions. Participants will visit city facilities, meet with department heads and “see how decisions are made and how funds are distributed,” Jessica Contreras, the city’s director of information technology, recently told the City Council.
To be eligible, applicants must be at least 18 years old and an Encinitas resident or business owner. Each academy program will be limited to 20 participants.
Contreras, head of the city staff group that is building the program, said the structure will be very similar to the Carlsbad Citizens Academy. Both programs are free to participants, both are offered twice a year, and both offer classes once a week.
“We’re going to cover all the subjects at Carlsbad Academy,” he said.
However, the Encinitas program will emphasize how the city’s various departments connect with each other, he said. For example, when participants tour the city’s public works facilities, they will learn how finance and public works teams work together.
Contreras said it will cost the city $5,000 to host the six-week sessions, and the money has been earmarked for the spring academy. The money will be used to pay for course materials, multimedia expenses and other materials.
Plans call for a class session to focus on public safety, with presentations to the city’s fire and marine safety departments and the county Sheriff’s Department. Another will cover parks, recreation, cultural arts and the Encinitas Library; while a third will show public works, public services and the San Dieguito Water District.
The academy will emphasize “why local government is important and how to get involved,” Contreras said.
Mayor Catherine Blakespear said she hoped the program would build public trust in city government, saying most people only interact with the city when they need permits or have complaints about city services.
