Encinitas auto theft, but overall crime rate down this year, Sheriff reports

The city’s overall crime rate is down 25 percent this year, but there has been a spike in auto thefts, Sheriff’s Department Captain Dustin Lopez told City Council last week.

Car thefts were up 10 percent compared to last year, and that was due to the large number of cases that occurred during the several-week period in March and April, he said.

Law enforcement efforts will get a boost thanks to a new license plate reader camera system, which the board approved for purchase last month, Lopez added. The new camera equipment, which will be installed at several main highway entry points into Encinitas, will continuously scan the plates of passing vehicles. If there is a match that indicates the vehicle was stolen or involved in a crime, deputies will be alerted.

Deputies are already using portable license plate reader camera equipment on the movable trailer. The trailer system helped deputies make arrests in a series of challenging residential heists in which the perpetrator drove an airport rental vehicle, he added. In those cases, it’s hard to catch criminals who are robbing homes because they don’t stay around long — they’ll break the home’s back window, take anything of value in sight and quickly flee, Lopez said. With a camera system and airport rental information, deputies can track the vehicle.

While auto theft increased last year in Encinitas, other criminal activity fell, notably sex offences, which fell by 80 percent — something Lopez said he was very pleased to see.

Lopez said his deputies in the North Coast Sheriff’s Department, which handles policing work in Encinitas, will focus on three main areas in the new year:

Traders have asked deputies to do more to reduce the problem of begging and camping, Lopez said. Aggressive begging has become a particular problem in the Vons shopping center west of Interstate 5 on Santa Fe Drive, while people sleeping in store entrances has become a problem along Coast Highway 101 downtown, he said.

Deputies will take a two-pronged approach, offering to link homeless people to social service programs to help get them off the streets, but also notifying them that they are committing an offense when they engage in unwanted activities on private property, he said.

Regarding e-bikes, Lopez said she hopes to start a program where people who receive tickets for violating city ordinances can cancel their tickets if they take a four-hour bike safety course.

“We’re seeing a lot more e-bike accidents,” he added, mentioning one in which two e-bikes cut into each other at 25 mph and both ended up in the hospital.

Board members said they were excited to hear about the e-bike education proposal. Councilor Joy Lyndes said she had learned about how Carlsbad handled the situation, while Mayor Tony Kranz said she recently took a bike safety class and was disappointed by the lack of attendance.
