Encinitas residents, city officials and regional authorities celebrated the completion and opening of the El Portal pedestrian rail underpass on Sunday, Aug. 14. The project, developed in collaboration with the San Diego Association of Governments as part of the Leucadia Streetscape project, allows pedestrians safe and legal access to both sides of the community by passing under the tracks. “El Portal Undercrossing creates a much-needed link for our community to safely reach homes, businesses, schools and the coast on both sides of the railroad,” Encinitas Mayor and SANGAG President Catherine said in a press release. Blakespear. “The creation of a complete network of fast and frequent transit services to major destinations is a priority of the SANDAG Regional Plan”. Blakespear noted on social media that pedestrians were already using the underpass to reach a local farmer’s market. The $ 12.1 million project took just under two years to complete after the land opened in December 2020, according to the press release. The money came from the city’s general fund and a grant from the Caltrans Active Transportation Program. “The El Portal underpass is a big win for our community and region – it connects neighbors, businesses, beaches and our local primary school, which has been divided for half a century,” Boerner Horvath said in the press release. “When we build smarter, safer and more efficient routes for communities, walking and cycling becomes an easier choice for everyone. That’s why El Portal Undercrossing was one of the first projects I pushed for when I first spoke before the Encinitas City Council in 2015 and I am thrilled to see it completed. “Undercrossing is also co nsidered important for safe travel to nearby Paul Ecke Central Elementary School, which will soon begin its academic year. “Our students and families have shared their excitement about the improved connectivity that El Portal Undercrossing brings to the ity community,” Paul Ecke Central Principal Wesley Sechrest said in the press release. “This fall, our students and their families will have better access and safety around railroad tracks as they head to our campus. “” The improvements also comply with the Americans with Disabilities Act so that all people walking, biking and commuting in the area can pass safely, regardless of mobility needs, “Encinitas Councilor and North County Transit District Council Member North County Transit District Council Member said Kellie Hinze.” This is a major win for community and visitors alike. “encinitas stream, cardiff stream
