An organization that distributes e-bikes to low-income people can expand to Encinitas, the City Council decided Wednesday.
“I think this is a fantastic program,” Councilman Tony Kranz said before the vote. “Mobility is one of the most important parts of getting ahead in life.”
Councilwoman Joy Lyndes said the nonprofit that runs the program – Pedal Ahead – had a good reputation and the bike distribution program was a “good fit” for Encinitas, while Councilman Joe Mosca said rising gas costs would make it very attractive to low-income people, who have been hit hardest by recent fuel price hikes.
Plans call for Pedal Ahead to distribute 15 to 25 e-bikes to “eligible” Encinitas residents — an annual income of less than $49,000 is expected to be part of the selection criteria. In addition to providing bikes and selecting successful applicants, Pedal Ahead will offer safety training and other services in Encinitas, according to a city staff report.
“Pedal Ahead’s mission is to create a new lifestyle through socially conscious transportation,” the report states. “Pedal Ahead provides e-bikes to improve quality of life opportunities for participants who may not otherwise have the financial resources or exposure to the benefits of alternative transportation.”
Encinitas, for its part, will provide publicity about the program and invite Pedal Ahead representatives to city transit meetings and events, under the terms of the newly approved memorandum. The council voted 3-0, with Mayor Catherine Blakespear and Council Member Kellie Hinza absent, to approve the memorandum.
There will be no cost to the city to participate, according to a city staff report.
Founded by San Diego County Supervisor Nathan Fletcher and Rider Safety Visibility in 2020, Pedal Ahead has distributed hundreds of e-bikes in San Diego County and will soon expand to other parts of California. The state Air Resources Board recently selected an organization to manage the state’s e-bike program, and the program is “expected to launch in the first quarter of 2023,” the state board notes on its website.
The state supports the program with the goal of reducing car travel, air pollution and traffic congestion, according to the board’s website.
Pedal Ahead initially lends its bikes to program participants, and riders can take ownership of them after participating in the program for two years, according to the Rider Safety Visibility organization on its website. The GPS technology installed on the e-bikes allows Pedal Ahead to monitor how the bikes are used, and the organization also surveys the riders. That information helps cities design programs, services and transportation projects, such as bike lanes, the organization said.
In other action Wednesday, council members approved a request by city staff to apply for a federal grant to help finance what is expected to be a $15 million railroad under Verdi Avenue. Encinitas has tried twice to get funding for the project through what’s known as the CRISI program — the Consolidated Rail Infrastructure and Safety Improvement Program — but may have better luck with this new federal infrastructure grant program, city officials said.
The grant application angered nine public speakers, including several City Council candidates, who said the northern area of Leucadia should be the top priority for the city’s next underpass, rather than Cardiff’s Verdi Avenue.
“What’s your excuse for continuing to ignore Leucadia?” asked mayoral candidate Michael “Myekah” Blobe.
Employees of the city’s engineering department said they chose the Cardiff project for the federal grant application because it was “shovel-ready” — the city had already spent $2 million on design work and other project needs. Projects for the Leucadia region, including a quiet zone on the railway line and a pedestrian crossing, are in the works but are likely two years away from where the Cardiff project is now, they said.
