The Encinitas Chamber of Commerce again hosted the annual City State event this year. Despite all the problems of inflation, COVID-19 and intolerable heat, the city seems to be doing pretty well.
On Thursday, September 1, nearly 200 business leaders and city officials gathered at the tony Alila Marea Beach Resort Resort on the cliff where Encinitas meets Carlsbad to hear the state of the city.
Mayor Catherine Blakespear got the message across and covered a lot of ground in a reasonably short time.
After eight years on the Encinitas City Council, she’s moving on. She is currently seeking a higher position in Sacramento as a state senator for District 38. If she can gain both support for Encinitas as a senator and chairman of the SANDAG board, Encinitas will benefit.
The expansion of Interstate 5, the El Portal underpass at 101 Paul Ecke School and other projects came through the challenge of funding with funds from local, district, state and federal sources.
In her speech, she seemed to focus more on the government’s mission than just maintenance. For example, right outside the Alila Marea where the event took place, the Leucadia Streetscape project continues to be developed with more access for pedestrians and bicycles, safer crossings, more trees and more parking.
Nearby, the Coastal Rail Trail is a favorite hiking trail that connects Cardiff with downtown Encinitas.
A little further south, there is a walking and cycling trail that connects Cardiff to Solana Beach, and even passes directly under the highway and across the San Elijo Lagoon. It is now safer to enjoy the coastal environment without being on the road. This mission was innovative, connected and planned over time with the future in mind.
Her comments weren’t designed to cover everything, but she managed to get a little in the weeds about electric vehicle charging stations, first responders, the San Dieguito water district, recycled water, and beach cliff erosion.
A city with a budget of over $92 million has a lot to manage, a lot to accomplish, and a lot to account for. From the mayor’s speech, it is clear that the priorities are to improve security with more funding for law enforcement and fire protection, more focus on wooded landscapes and other environmental protections.
What hasn’t been worked out is the role of the rest of the City Council in keeping the city on track for the future.
Tony Krantz has been very active in advancing public transport, Joy Lyndes has focused on environmental concerns, Joe Mosca keeps renewable energy issues on the table, and Kellie Hinze works with the business entities that support the city.
As in previous years with former councils, current members work to keep budgets balanced, keep the city on track and plan for future needs.
Among the most controversial aspects of our city are the issues of housing accommodation for low-income residents and managing the homeless crisis.
During Blakespear’s vigil, the city prepared an upgrade to the housing element that was long overdue. The people in Sacramento who run the state set new rules and obstacles every year, making accommodation more and more complicated.
Residents also filed suit against the city to challenge the city’s efforts to comply and pledging to tell Sacramento how to handle housing. So far, the city has spent millions on the legal tug of war, Sacramento continues to make the rules, but the problems are far from resolved.
According to the city’s housing data, there are currently 334 affordable housing units built or under construction. While impressive, it’s not enough, and the state is hovering over the city’s planning department. Our city of over 62,000 has grown by about 6% in the last 20 years.
Given the enormous price of housing, it will be an increasing challenge to accommodate the needs of all current and future residents. Blakespear highlighted efforts to generate support for new housing and multipurpose development along El Camino Real.
The homeless population has increased over the years both in Encinitas and nationally. Like others who live in the city, these residents are locals and from places near and far.
Blakespear did not discuss the city’s Homeless Action Plan, which focused on developing partnerships with the Sheriff’s Department, Caltrans and Jewish Family Service, or JFS.
She discussed the city’s Secure Parking Program, which supports a limited number of first-time homeless people living in their vehicles. The mayor highlighted that it is a compassionate effort to recognize that each community has a role in solving this national problem.
As this is an election year, city government views are being shaped by candidates trying to convince voters that they will be the best fit for the future.
Local campaigns are in full swing and barbs are liberally traded. Significant issues are land use and local control with homeless, environment and energy management close behind.
It’s helpful to remember that it’s small towns that created America in the past, and politics can get pretty aggressive even in those old colonial days. George Washington himself was vilified while running for a second term.
And yet, we created a thriving democracy that is still celebrated every Fourth of July.
The ability to deal with issues in a civilized way, to build on the past, to plan for the future, to seek compromises in conflicts – these are characteristics of effective governance. Our elections will soon reflect our judgment of our leaders.
This city that started as a farming community and water point for the railroad has blossomed into one of the best small towns in our country. It is among the 30 safest cities in California. There’s still a small-town flavor, but it’s clearly fading.
Walk through downtown Encinitas on the weekend, day or night, and there’s a thrill that wasn’t there 20 or 30 years ago. And there will be no turning back. In the future, we can expect continued growth, fulfillment, challenges to fulfillment, and new solutions to new problems as they arise.
Next year there will be a new mayor to face the challenges and a new address for the State of the City. The Chamber of Commerce will be the business end of progress, just as the City Council and Mayor will be for city governance.
They all have their work cut out for them. Residents expect the best from our leadership and trust that they will honor that responsibility.
